2002
EagleIntel Network was formed, an initiative of Chairman Ernest Stevens Jr. of the National Indian Gaming Association (NIGA) was to establish a national tribal association that would promote sharing of information among tribes on impacting the gaming industry to ensure the integrity and protection of gaming operations and regulations.
2010
Tribal Gaming Protection Network (TGPN)  formed
renaming the EagleIntel Network.

Chairman of TGPN, Andrew Hofstetter

Member of the Confederated Tribes of Warm Springs

Has over twenty-three years of experience in casino operations and regulation of Indian Gaming. Andrew is currently employed by BlueBird, CPAs, a Reno-based CPA firm providing auditing, consulting and training services to Native American Tribes. Over the years he has worked for various tribes, including his own tribe as a Commissioner, and Chairman.  In 2010, Andrew accepted an appointment to the Tribal Gaming Protection Network (TGPN), a nation-wide advisory network established by NIGA Chairman Stevens, as a Chairman’s initiative to protect tribes from internal and external threats. In November of 2015, Andrew was appointed Chairman of TGPN. He has been active with TGPN for over seven years, and is working on establishing TGPN as a 501.C6 Non-Profit organization. He helped form the National Indian Casino Safety Association (NICSA) under the TGPN with an emphasis on Health and Safety, Risk & Liability.  Through his years of experience, he discovered the importance of networking and training, which led to his partnership with law enforcement in creating symposiums for helping protect tribes from internal and external threats.  Most recently, in December 2016, Andrew accepted an appointment to the University of Las Vegas (UNLV) Advisory Board of Directors, for the UNLV Gaming Program.

Member of the Colorado River Indian Tribes (CRIT)

Les began his gaming career in May 1995, when he left law enforcement to pursue a career in tribal gaming regulation on the CRIT reservation.  He was promoted to Executive Director in August 1998 and during his tenure with CRIT Gaming, he performed duties as a Gaming Inspector, Background Investigator and Interim Chief of Inspectors prior to the Executive Director position. In January 2001, Les left Arizona and became a Gaming Commissioner for the Cahuilla Tribe in Southern California, eventually moving to the Barona Band of Mission Indians as Executive Director in June 2001. During his tenure with Barona, Les was intimately involved in the various new technologies Barona is known for pioneering such as, palm pilots used with slot accounting systems, mariposa marketing software, electronic fund transfers (EFT) to gaming devices, and server based games. Les is currently the Executive Director for the Rincon Gaming Commission that has regulatory oversight of Harrah’s Resort Southern California, a position he obtained in April 2007. Les has been a speaker on several panels from new game technology, licensing standards, technical standards and gaming investigations to being a guest speaker at several State Regulatory functions.  Currently, he serves as Vice Chairman on NIGA’s Tribal Gaming Protection Network Board, Treasurer of the National Tribal Gaming Commissions/Regulators (NTGCR) Board, which includes serving on various committees within the organization.  Director Stanley is also commissioned by the FDA to conduct tobacco compliance within the Rincon Band of Luiseno Indians Reservation.

President and CEO of a Native/Woman owned company.  Julie has over 30 years in innovative business leadership.  Her involvement in background screening began in 1997 when she was recruited to launch World Gaming Network (WGN), the leading provider of screening services for the gaming industry.  In 2005, Julie created AmericanChecked, Inc. a TERO certified, Native women-owned nationally accredited business, heralded as “One of the Top 20 Business’s on the Rise.” Julie is a recognized leader in the screening industry, a graduate of the University of Oklahoma, a national member of SHRM, the Women’s Business Enterprise National Council, Past Chair on the Board of Directors of the National Association of Professional Background Screeners, Board of Trustees for the Carver Foundation, member of the prestigious International Masters of Gaming Law, and has served as a consultant to the Casino Management Association Executive Board and the National Indian Gaming Association (NIGA).  Julie was honored by NIGA for outstanding contributions; she was the recipient of the Crystal Award honoring Outstanding Small Business Person of the Year and the US Chamber’s Blue Ribbon Award for excellence in business strategy, employee development, and community involvement.  Most recently, AmericanChecked was recognized as one of the 100 fastest growing companies in America by the Initiative for a Competitive Inner City and was the recipient of the Better Bureau Business Torch Award.  Julie is a featured speaker at numerous Gaming, Safety, HR and Education events.

Frances began her career in gaming regulation in 2001.  She made the transition from working for the private sector in healthcare to pursuing a new career within the San Pasqual Band of Mission Indians Gaming Commission.  As Licensing Manager she holds herself, her staff and colleagues accountable for maintaining the utmost integrity for the background investigations and licensing process.  Networking and educating are initiatives she is very passionate about.  She provides awareness for the issues that veterans, young mothers and women in need of empowerment experience.  She does this by ensuring those she represents, have a platform and voice through her when required.  Using her voice and expertise, she has gained over her career and personal journey,  has placed her as a respected speaker and board of director’s member for national tribal organizations. She is committed to giving back to tribal communities and supporting the individual and professional growth of women.
